“Estados Unidos arrecia su campaña contra la cooperación médica internacional de Cuba”

El pueblo de Cuba y la comunidad internacional conocen la campaña deshonesta que desde 2019 ha desatado el gobierno de Estados Unidos para desacreditar a la cooperación médica internacional de Cuba, presionar a los gobiernos que la reciben y privar a los pueblos de esos servicios de salud.
El Ministerio de Relaciones Exteriores denuncia que, como parte de esa ofensiva, el gobierno estadounidense ha desatado presiones y chantajes contra la Organización Panamericana de la Salud (OPS).
Bajo la amenaza de no desembolsar la contribución financiera que corresponde realizar a Estados Unidos como principal contribuyente al presupuesto de la Organización, la Secretaría de la OPS fue obligada a aceptar lo que llaman “una revisión externa del papel de la OPS en el Programa Más Médicos en Brasil”, en el que miles de profesionales cubanos tuvieron la oportunidad de participar a solicitud expresa del gobierno popular del Partido de los Trabajadores, y que ha sido objeto de la más grosera campaña de difamación por parte de los Estados Unidos y del actual gobierno brasileño.
Las supuestas preocupaciones de Estados Unidos sobre la cooperación de Cuba, en este caso sobre el programa “Más Médicos”, no son legítimas, ni pertinentes para ser discutidas en la OPS. El Programa “Más Médicos”, que ha recibido auditorías previas con resultados positivos, se estableció en virtud de un acuerdo tripartito entre el gobierno cubano, el entonces gobierno brasileño y la OPS. El Programa posibilitó que desde agosto de 2013 hasta noviembre de 2018, los médicos cubanos en Brasil atendieran 113 millones 359 mil pacientes, en más de 3 mil 600 municipios, llegando a proveer una cobertura de salud permanente a 60 millones de brasileños. Gracias al Programa, se logró expandir la cobertura de atención básica y de salud de los brasileños; se amplió el acceso y la oferta de acciones de salud; y se mejoraron los indicadores de salud de la población, reduciéndose las hospitalizaciones por la labor preventiva de los médicos.
El nivel de satisfacción y aprobación de los pacientes, médicos y gestores del Programa fue alto. Según un estudio de la Universidad Federal de Minas Gerais (UFMG), el 95% de los pacientes estaba satisfecho o muy satisfecho con el Programa.
Si Cuba no se hubiera visto conminada a retirar sus médicos de Brasil, estos habrían podido contribuir al control y enfrentamiento de la pandemia de la COVID-19 en ese país, el segundo más afectado a nivel mundial.
Como informado en Declaración del Ministerio de Salud Pública del 14 de noviembre de 2018, Cuba tomó la decisión de no continuar participando en el Programa “Más Médicos” ante el servilismo del Presidente brasileño Jair Bolsonaro, quien con actitud despectiva y amenazante hacia nuestros colaboradores y en franco irrespeto a la OPS y a lo convenido por esta con Cuba, impuso modificaciones a los términos del Programa, que condujeron a un incumplimiento de las garantías acordadas inicialmente y a condiciones inaceptables para la permanencia de nuestros profesionales.
Es repugnante que el gobierno de Estados Unidos intente manipular a los organismos internacionales y regionales a su antojo. Se sabe que no existe documento alguno adoptado por los órganos directivos de la OPS que otorgue un mandato o avale desde el punto de vista legal la realización de esta revisión ni la redacción de sus llamados “Términos de Referencia”.
Dicha redacción estuvo a cargo de un grupo compuesto por Estados Unidos, Brasil, la propia Secretaría de la OPS y Canadá, este último actuando como mediador entre las partes. Para colmo de las arbitrariedades, todo este proceso de revisión se realiza con cargo al Presupuesto ordinario de la OPS.
Sin mandato alguno, se contrató a una firma de abogados estadounidense que en 180 días debe emitir una evaluación ajustada y, por tanto, predeterminada conforme a los “Términos de Referencia” que el selecto grupo dirigido por Estados Unidos ya definió.
Nadie con un sentido básico de honestidad, con un conocimiento de los propósitos y de la conducta del gobierno de Estados Unidos, o con un mínimo de sentido común puede dudar de que se está ante un ataque frontal contra el multilateralismo, de una burda manipulación con fines políticos de la OPS y de una extensión de la agresión contra Cuba.
Tras la denuncia de esta maniobra por el Ministro de Salud Pública José Ángel Portal Miranda en el 58 Consejo Directivo de la OPS, el 28 de septiembre, se demostró en las intervenciones de representantes del Departamento de Estado que el gobierno de Estados Unidos está detrás de las presiones contra la Organización, contra los programas de cooperación de Cuba con Estados miembros de la región y de la llamada “revisión externa” al Programa Más Médicos para Brasil. Estados Unidos fue más lejos al oponerse a la elección de Cuba como miembro del Comité Ejecutivo de la OPS, acción que fracasó ante el respaldo unánime que recibió la candidatura de Cuba. Durante las sesiones del Consejo, varios países reconocieron y agradecieron la solidaridad y la cooperación del personal cubano de la salud en el enfrentamiento a la Covid19.
El Ministerio denuncia que se prepara una evaluación espuria y mendaz promovida por y para los propósitos agresivos de Estados Unidos en su afán por desacreditar la cooperación internacional de Cuba.
Resulta lamentable que mediante esta nueva maniobra, el gobierno de Estados Unidos intente dañar las relaciones de Cuba con la OPS, que han descansado históricamente en la cooperación, el respeto, la identificación común de metas y valores humanistas y el empeño en garantizar servicios de salud de calidad a la población. Sobre esas premisas, se ha construido una relación de la que Cuba se ha sentido orgullosa.
El Ministerio ratifica el firme compromiso de Cuba con el desarrollo y sostenibilidad de su sistema de salud para beneficio del pueblo cubano y de la cooperación con los pueblos de la región y de otras partes del mundo.
Cuenta con la capacidad para hacerlo, construida con esfuerzos propios. Es una realidad que nadie puede cambiar.
El acceso a la salud es un derecho humano y Estados Unidos comete un crimen cuando se propone privar a millones de personas de ese derecho inalienable.
Conforme se expresó en la declaración del Ministerio de Relaciones Exteriores del 5 de diciembre de 2019, es inmoral e inaceptable que se cuestione la dignidad, la profesionalidad y el altruismo de los más de 400 mil colaboradores cubanos de la salud que, en 56 años, han cumplido misiones en 164 naciones.
El recrudecido bloqueo económico, comercial y financiero impuesto por Estados Unidos a Cuba, cuyos efectos son particularmente devastadores en el contexto de la pandemia de la COVID-19, no ha podido ni podrá impedir que nuestro país comparta sus escasos recursos con otros pueblos del mundo que lo necesitan.
Además de enfrentar la pandemia en Cuba, y guiado por la vocación solidaria y humanista de nuestro pueblo, el país ha reforzado su cooperación médica internacional con el envío de más de 3 mil 800 colaboradores organizados en 52 brigadas médicas a 39 países y territorios afectados por la enfermedad, quienes se sumaron a los que ya prestaban servicios en 59 Estados antes de la pandemia.
Como expresó el líder histórico de la Revolución Cubana, Fidel Castro Ruz, en su reflexión del 2 de octubre de 2014, titulada La hora del deber, “el personal médico que marcha a cualquier punto para salvar vidas, aun a riesgo de perder la suya, es el mayor ejemplo de solidaridad que puede ofrecer el ser humano”.

“THE UNITED STATES STRENGTHENS ITS CAMPAIGN AGAINST CUBA’S INTERNATIONAL MEDICAL COOPERATION”.

The Cuban people and the international community are aware of the dishonest campaign that the government of the United States has launched since 2019 to discredit Cuba’s international medical cooperation; exert pressure on the governments that have asked for it and deprive peoples of these health services.
The Ministry of Foreign Affairs of Cuba denounces that, as part of that offensive, the US government has unleashed an array of pressures and blackmails against the Pan-American Health Organization (PAHO).
Under the threat of forgoing the payment of its financial contribution, the United States, the main contributor to the PAHO budget, has forced the Secretariat of that organization to accept what is called “an external audit of PAHO’s role in Brazil’s ‘More Doctors’ Program”, which involved the participation of thousands of Cuban professionals, at the express request of the Workers’ Party’s popular government. Said Program has been the target of to the most gross disparagement campaign launched by the United States and the current Brazilian government.
The alleged concerns of the United States regarding Cuba’s cooperation, particularly about the ‘More Doctors’ Program, are neither legitimate nor relevant so as to deserve further consideration at PAHO. The ‘More Doctors’ Program, which has been audited several times before with positive results, was established by virtue of a tripartite agreement achieved between the Cuban government, the then Brazilian government and PAHO. Thanks to this program, from August 2013 to November 2018, Cuban doctors in Brazil assisted 113 000 359 patients in more than 3 600 municipalities and provided permanent health coverage to 60 million Brazilians. Thanks to this program, primary health care was expanded; health services access and offers were increased; health indicators improved and hospital admissions decreased due to the preventive work carried out by Cuban doctors.
The level of satisfaction and acceptance among patients, doctors and the Program’s managers was high. According to a survey made by the Federal University of Minas Gerais (UFMG), 95 per cent of patients said to be pleased or very pleased with the Program.
If Cuba had not been forced to withdraw its doctors from Brazil, they could have contributed to tackle and control the COVID-19 pandemic in that country, which is currently the second most affected by this disease in the world.
As was stated in the Declaration issued by the Cuban Ministry of Public Health on November 14, 2018, Cuba decided to discontinue its participation in the ‘More Doctors’ Program, in the face of the servile behavior of the Brazilian President Jair Bolsonaro, who adopted a contemptuous and threatening attitude towards our cooperation workers and, in open disregard for PAHO and the agreement reached by this organization with Cuba, imposed modifications on the terms of the Program, which led to non-compliance with originally agreed guarantees and the imposition of new conditions to the permanence of our professionals in that country, which were unacceptable.
The US government’s attempt to manipulate international and regional bodies to its will is disgusting. It is well known that the executive organs of PAHO have not adopted any single document mandating or legitimatizing the implementation of this audit or the drafting of its so-called “Terms of Reference”.
Such document was drafted by a group made up by the United States, Brazil, PAHO’s own Secretariat and Canada, where the latter acted as mediator among the parties. The height of all these arbitrary actions is that the entire auditing process is being financed from PAHO’s regular budget.
Without any mandate whatsoever, a US law firm was hired to issue an adjusted and pre-determined evaluation within a term of 180 days, in conformity with the “Terms of Reference” that the select group headed by the United States had already defined.
No one with an elemental sense of honesty, knowing the intentions and behavior of the government of the United States, or with a modicum of common sense, would ever doubt that this is a head-on attack against multilateralism; a gross politically-motivated manipulation of PAHO and an extension of the aggression against Cuba.
After the denunciation of this maneuver by Dr. Jose Ángel Portal Miranda, Minister of Public Health of Cuba, at the Fifty Eighth meeting of the Directing Council of PAHO on September 28, the statements made by the representatives of the State Department showed that the government of the United States is behind the pressures that are exerted on the Organization, against Cuba’s cooperative programs with member States of the region and the so-called “external audit” of the ‘More Doctors’ Program for Brazil. The United States went far beyond that and opposed the election of Cuba as member of the Executive Committee of PAHO, an action that failed to succeed thanks to the unanimous support that Cuba’s candidature received. During the sessions of the Council, several countries recognized and expressed their gratitude for the solidarity and cooperation offered by the Cuban medical staff to cope with the COVID-19 pandemic.
The Ministry of Foreign Affairs of Cuba denounces that a spurious and mendacious evaluation is currently in the making, promoted by and to serve the aggressive purposes of the United States, in its effort to discredit Cuba’s international cooperation.
It is unfortunate that, through this new maneuver, the US government is trying to damage Cuba’s relations with PAHO, which has historically been based on cooperation, respect, common identification of humanist goals and values and a determination to guarantee health quality services to the people. This has been the basis of a relation Cuba feels proud of.
The Ministry of Foreign Affairs of Cuba reiterates Cuba’s firm commitment to the development and sustainability of its health system for the benefit of the Cuban people and the cooperation with the peoples in the region and elsewhere in the world.
Cuba has the capacity to do it, which has been created with its own efforts. This is a reality that no one can change.
Access to health care is a human right and the United States is committing a crime when it tries to deprive millions of persons of that inalienable right.
As was expressed in the Declaration issued by the Ministry of Foreign Affairs on December 5, 2019, it is both immoral and unacceptable that the dignity, professionalism and altruism of the more than 400 000 Cuban health cooperation workers, having accomplished missions in 164 countries during 56 years, are called into question.
The tightened economic, commercial and financial blockade imposed by the United States against Cuba, whose effects are being particularly devastating in the context of the COVID-19 pandemic has not, nor will it prevent our country from sharing its scarce resources with other peoples in need in the world.
In addition to coping with the pandemic en within its borders, and guided by the humanist and fraternal vocation of our people, Cuba has reinforced its international medical cooperation by sending more than 3 800 cooperation workers, organized in 52 medical brigades, to 39 countries and territories affected by the disease. These specialists have been joined by those who were already offering their services in 59 States, prior to the outbreak of the pandemic.
As was expressed by the historical leader of the Cuban Revolution, Fidel Castro Ruz, in his Reflection of October 20, 2014 entitled “The Time of Duty”, “the medical staff that is ready to go to any region to save lives, even at the risk of losing their own, is the best example of solidarity that human beings can offer.”
